PLEASE BE AWARE:
The Department of Agriculture has issued regulations that do not clearly define hunting.
Please adhere to the regulations as issued by the Department of Environmental Affairs as those apply to the hunting industry.
Courtesy of WILD&JAG/GAME&HUNT daily newsletter
SUMMARY OF GOVERNMENT GAZETTE 14 May 2020, Vol. 659, No. 43323
HUNTING, EXCEPT FOR SPORT OR RECREATION, IS A PERMITTED ACTIVITY
With the publishing of the directives by the Department Environment, Forestry and Fisheries in the Government Gazette 14 May 2020, Vol. 659, No. 43323 by Minister Barbara Creecy, clarity is now provided after the uncertainty that was created with the announcements of the DRAFT FRAMEWORK FOR SECTORS of Level 4.
Hereby is a summation of what has been published:
ANNEXURE 2 – LIST OF ACTIVITIES WITH ASSOCIATED RESTRICTIONS WHICH MAY BE CARRIED OUT DURING ALERT LEVEL 4
4. Hunting, except for sport or recreation, is a permitted activity, whereas all other activities in the table below are essential services.
Sub-sector – Gamefarms/protected areas
• Hunting for sport or recreational purposes is not permitted; and
• A culling operation is permissible, subject to the following restrictions:
• may be conducted during the curfew time frames;
• a maximum of 12 persons per culling operation (relating to shooting, recovery and slaughtering personnel)
• a maximum of three persons per vehicle; and
• persons participating in the culling operation may be provided with accommodation.
Sub sector – Selling or otherwise trading, donating, giving, buying, receiving, accepting as a gift
• Selling or otherwise trading, donating, giving, buying, receiving, accepting as a gift of venison/game meat is permissible, provided that the sourcing and processing of such venison/game meat complies with the requirements of the Meat Safety Act, 2000 (Act No.40 of 2000)
Sub sector – Professional hunting
• Sport or recreation hunting is prohibited.
ACT RESPONSIBLE
As WILD&JAG/GAME&HUNT communicated in previous newsletters for hunters to act responsible, and to make sure they understand the law and the Regulations in the Schedule for Sectors COVID-19, we hereby urge hunters to now act responsible in terms of the published directives in the Government Gazette, and to understand the difference between hunting and culling. We requested hunters to get updated verified information from their hunting or sport shooting associations as the COVID-19 levels change .
With the publication of the directives, it is now clear that under the term HUNTING:
• sport or recreation hunting is prohibited; and
• only culling by registered professional culling teams who are registered with the Department of Agriculture, Land Reform & Rural Development are permitted, subject to some restrictions, to harvest game in accordance with the Meat Safety Act, 2000 (Act No.40 of 2000)
THUS, AS A HUNTER WHO HUNTS FOR HIS OWN CONSUMPTION, HUNTING IS UNFORTUNATELY NOT PERMITTED UNDER LEVEL 4.
Industry bodies did their utmost best to comment (on the publication of the DRAFT FRAMEWORK FOR SECTORS) to the ministers regarding the final wording to be included in the regulations for Level 4.
With these directives as published, they will certainly engage with follow up submissions for Level 3.
Should you be offered game meat to buy, be sure that the meat was harvested legally in accordance with the Meat Safety Act, 2000 (Act No.40 of 2000)
