SAPS 350(a) Problems
(Ek plaas hierdie in Brits vir diegene wat dalk nie met die volkstaal so vertroud is nie)
Hi guys,
So there's a thread on this on others forums as well, but I guess opening one here can't hurt. Anyway, to business.
For a while now, there has been problems with SAPS 350(a) forms, with new firearms imported and purchased by gunshops not being moved to the gunshops' stock. They fill in the forms and everything as need be, submit it to CFR and then nothing. The problem with this is now you buy that gun, want to licence it and when you get to the cop shop they do a search and see it's on the importer's stock. The DFO can't accept this licence (as per a decision made somewhere by some asshole in CFR), so you're stuck with your finger.
This hasn't touched me personally, until now.
I bought two Rem700 SPS rifles in .30-06 not long ago. One for me, one for a friend. So I went through the process of revising my old paperwork and getting a motivation drawn up, getting my Sec16 clearance from where it needs to go, endorsement letters, etc. etc. Great. Drive down to cop shop, he goes through all the paperwork and types the serial number into the computer.
Boom - still on Formalito. "Jammer man, ek kan him nie so aanvaar nie". Great - go home with nothing to show for it. Get home, pull my buddy's rifle's 350(a) and call the DFO again. Same story. He can't licence either.
So I check a bit and see that it's a REALLY common problem. It's not the gunshop or the importer's fault, as it's simply CFR not doing their job. So I call the gunshop and as soon as I mention "SAPS 350(a)" I can hear the guy losing hope. "Yeah you're not the only one, we recently have all our guns with this issue". So all their clients can't licence their guns. Fantastic. There's also nothing they can do, except bug CFR.
So I take a look at the 350(a) and then I see the dates - August 2018. The 350(a) is approaching it's expiry date, and the stock isn't even moved yet. This is a nightmare - for 10 months now, almost 11 months, CFR has done nothing!
Now I have a question - is there anyone here with a number or an email address or something I can use to get in contact with someone who might be able to solve this for me? The rifles are in a different province, so it's not like I can pop out to the shop every week to just check if they have new 350(a) forms or stuff like that - this is what I have and this is what I can do with it. I have to hurry up, because at this rate my SA Hunters membership is going to expire, so I'm going to have to get new forms and everything for the application and I REALLY don't want to do that.
I'm a bit bummed, to be honest. Hoping someone here can maybe help.

Ek het dieselfde probleem gehad met 'n haelgeweer, maar tussen 'n baie hulpvaardige handelaar (Sabi) en GOSA was die probleem binne 3 maande opgelos. As ek in jou skoene was, sou ek die handelaar gevra het om die vorm weekliks weer vir CFR te epos en dan ook die GOSA roete volg.

Same boat different current I have been waiting since January on why 458 Win Mag that is on dealer stock to get calibre changed to 458Lott.
Now do I apply for the win mag instead of lott and in the end of the process they say wait a minute there is a calibre change need to sort that out first or like you wait wait wait. CFR is deliberate on doing anything at any reasonable pace it seems since end of last year.
Dealers are fighting battles in court with them and are winning ground but that doens't mean that CFR is moving and working any faster. It's their goal to frustate the crap out of gun owners to in the end give up the battle. I'll keep fighting no matter what worked hard enough for all my firearms.

I've checked with GOSA - they can't do anything. It's a part of the process they have no control over, and they're just as frustrated with it. Ek wonder of daar nie 'n effektiewe manier is om dit op te los nie. Met die laaste Dealers meeting waar ek saam was het Jill hulle reg uit gese ons mors tyd om 350 (b) in CFR toe te stuur
Vra Martin wat ook by Dealers meeting was
Al wat die klient kan doen is weer n 350a in stuur na Armscontrol1@saps.gov.za
Ek het die 350a form by die dealer gekry en elke dag vir na die bogenoemde epos gestuur en die dealer ook ge-cc so 4 weke later toe is dit op die dealer se stock. Hy het vir my hierdie ook gestuur. En daar is ook twee epos adresse wat ek ook na toe gestuur. het. ( bothmaj@saps.gov.za , CFRenquiry@saps.gov.za ) Dit was April 2018 , Mei maand toe kon ek my aansoek ingee.
Hoop jy kom reg het ook 8 maande gesukkel voordat ek mt Kristof se help reggekom het.

Die kort en die lank van die storie is dat die CFR heeltemal opgehou het om 350's te verwerk. Daar is 'n paar manne wat kontakte het by die CFR wat sulke regstellings teen 'n "fooitjie" doen (Maw hulle word omgekoop om bloot hulle werk te doen) Die problem word al erger, en dit sal my nie verbaas as hierdie 'n deurdagte poging van die SAPD is om handelaars uit te roei nie. Ek verneem graag wat forum lede hieroor dink?

350's word wel nog verwerk, en manne wat omkoop moet hulle koppe laat lees want hulle is deel van die probleem. As handelaars op n weeklikse basis opvolg help dit baie. Die manne daar buite moet verstaan:
1. Invoerder bring wapen in op invoerpermit
2. Wapen land in SA.
3. Wapen word verkoop aan handelaar maar die wapen is nie noodwendig al op die invoerder se dealers stock nie (soms die geval)
4. Handelaar verkoop aan klient aangesien daar beperkte voorraad in SA inkom op sommige wapens.
5. Handelaar stoei dan om oor te dra op sy handelsvoorraad en moet wag dat dit eers op invoerder se naam kom voor dit na syne oorgedra kan word.
In my geval word die 350's dieselfde dag as wat wapens ontvang word ingedien en wag nie vir die 7 dae om verby te gaan voor die volgende 350's ingedien moet word nie.
Basiese beginsel is: CFR personeel kry n salaris en moet hulle werk doen (alhoewel dit nie aldag maklik is nie omdat daar geen komunikasie is tussen handelaars en cfr nie).

In die geval van my wapens wat nie op die dealer se naam is nie, pla die dealer CFR sover nog elke dag, van Augustus 2018 af. Die gewere lê by die winkel al vir amper 11 maande, maar dis nog al die tyd op Formalito se naam. Dit word net eenvoudig nie gedoen nie. Die 350(a) gaan verval (lyk my hy het 'n 1-jaar tydperk op) en dis nog nie geskuif nie. Ek hoor nou van ander dealers waar die wapens wel geskuif word na hulle naam toe, en dan 'n paar weke later word dit weer teruggeskuif na die importer toe. Vir watter rede dit ook al gedoen word sal niemand weet nie.

Ja, ek het nou gewag vir 8 maande vir 'n wapen wat ek self ingevoer het. Kliente wat meer as R500k vir 'n geweer betaal soek nie stories nie, hulle wil gaan aansoek doen. Die problem is ook met wie praat jy by die CFR? Hulle staan nie verniet as die gesigloses bekend nie. Hulle is te lafhartig om 'n organigram en e-pos adresse of telefoonnommers uit te reik

Nee ek stem heeltemal saam. Ek was ander dag effens mismoedig toe is my vrou die een wat vir my gesê het "dit maak nie saak hoeveel hoops hulle wil hê jy moet deur spring nie, jy spring". Sy is reg.

Net so
Laat jou handelaar hulle 350 A indien asook die invoerder se 350 B, dien beide saam in. Die sogenaamde proses wat ons moet volg is werklik n mors van tyd. Ek gebruik al ander roetes wat werk (sonder bribes of flavors).

Toe ek aansoek vir n tydelike uitvoer permit om buite RSA te gaan jag, toe wys CFR se rekords dat my wapen, wat al amper twee jaar in my besit was, nog op die invoerder se stock le.
Dit terwyl ek die wettige wit kaartjie het.

Ek mag dalk my vinger in iemand se pastei gekry het. Kom ons hou duim vas. Die SA Jagtersvereeniging se probeerslag om die papierwerk gedoen te kry het blykbaar ook nie gewerk nie, want die gewere is nogsteeds op Formalito se naam.

Myne is uitgesorteer. Die het 10 maande en 29 dae geneem. Ek kan more my papierwerk gaan indien - uiteindelik! Nou net die Sec21 se vorms invul en verduidelik dat ek die geweer einde Augustus wil gebruik vir jag...JAGTERSREG-JRM wrote:Dagse
